A tragic collision in rural Alberta has claimed three lives, including two dedicated correctional officers and an inmate in their custody. The crash occurred just before 11:30 a.m. Thursday at the intersection of Highway 41 and Highway 13, south of Wainwright near Czar.
The Correctional Service of Canada minivan was struck by a Hino Box Truck during a prisoner transport from the Edmonton Institution for Women. All three occupants of the minivan—two officers and one female inmate—were pronounced dead at the scene.
The Officers Remembered
Nicolae Serban, 57, of Sherwood Park near Edmonton, and Ramandeep Kaur Maan, 25, of Winnipeg, were remembered Friday by Correctional Service Canada leadership as dedicated professionals who gave their lives in service to the institution.
"Our thoughts are with Nick and Ramandeep's families, friends, and colleagues, who are facing an unimaginable loss," said Talal Dakalbab, Commissioner of Correctional Service Canada, in a statement. "We honour them not only as Correctional Officers, but as valued members of our CSC family whose lives, service, and contributions have made a lasting impact on those who knew and worked alongside them."
Inmate Also Identified
Kiara Mooswa, 24, of North Battleford, Saskatchewan, was identified as the inmate who perished in the collision. Mooswa had been serving a sentence of seven years and 20 days since April 11, 2024, for her role in a 2023 manslaughter case in North Battleford.
"This tragedy has affected many families and communities," Dakalbab stated. "We also mourn the loss of Kiara Mooswa, who was in our care and custody at the time of the accident, and extend our condolences to her family, friends, and community."
Investigation Underway
RCMP from Provost and Wainwright, along with the Hughenden Fire Department, responded to the collision. The driver of the box truck was transported to a nearby hospital with minor injuries. Their identity has not been released.
Correctional Service Canada and RCMP have declined to release details about the transport's intended destination, citing the ongoing investigation. The intersection features stop signs controlling north-south traffic on Highway 41, with Highway 13 traffic having the right of way.
The Edmonton Institution for Women is a multi-level medium-to-low security facility with a rated capacity of 167 female inmates.
