Toronto police have charged two 18-year-old men with first-degree murder following a deadly shooting at the Salsa on St. Clair street festival last month that left two people dead and five others wounded.
Jessiah Massaro-Gill and Lewis Downey each face two counts of first-degree murder and five counts of attempted murder in connection with the July 11 incident, which police characterize as a targeted attack rather than a random shooting spree.
The evening erupted in chaos just after 8 p.m. when gunfire erupted at the festival, which drew approximately 13,000 attendees to the Toronto neighbourhood. The shooting sent thousands of festivalgoers fleeing in panic as emergency responders rushed to the scene.
"While today's arrests represent significant progress, they do not erase what happened that evening," Toronto Police Chief Myron Demkiw said during a Friday news conference, acknowledging that the incident "shook people's confidence" in the safety of public gatherings.
Police have identified the two victims as Shaquan Quashie, 25, and Cesar Vernaza, 20. Detective Sergeant Stacey McCabe indicated that investigators determined both men were struck by the same firearm during the attack.
Officers recovered two handguns at the scene, though neither weapon had been discharged. The single gun used in the shooting remains under investigation, with police executing multiple search warrants that uncovered additional firearms currently undergoing ballistic testing.
McCabe declined to comment on whether the victims and accused men had prior connections, leaving key details of the motive undisclosed as the investigation continues.
The arrest comes as Toronto police and city leaders have intensified calls for tougher federal gun violence legislation. Chief Demkiw previously urged Ottawa to automatically classify any shooting deaths in crowded public spaces as first-degree murder, though Justice Minister Sean Fraser had declined to respond while the investigation remained active.
