The Alberta government plans to introduce provincewide standards governing the behaviour of municipal councillors across the province, Municipal Affairs Minister Dan Williams announced this week.

The upcoming legislation will establish a Councillor Accountability Framework featuring independent third-party oversight of ethics complaints against local officials. The framework also proposes making municipal officials' salaries publicly available in the name of transparency.

"We're working to restore public trust in local government by ensuring there are clear, consistent standards for elected officials at every level," Williams said, noting the changes to the Municipal Government Act will be proposed in the coming weeks.

Response to Previous Policy Changes

The move follows the United Conservative Party government's decision last year to prohibit municipal councils from creating their own codes of conduct. Premier Danielle Smith's administration argued these local codes were being misused to suppress dissenting voices on council.

Dylan Bressey, president of Alberta Municipalities, welcomed the announcement, particularly the inclusion of independent investigators in the proposed framework.

"We've been advocating for the reinstatement of conduct standards, and we're pleased to see independent oversight as part of the solution," Bressey said.

Opposition Criticism

Opposition NDP Leader Naheed Nenshi criticized the provincial government's approach, questioning its credibility to oversee municipal ethics given past controversies.

"This is like the fox guarding the hen house," Nenshi said. "The Smith government has had its own ethics challenges, so their oversight of other levels of government raises serious questions."

The proposed framework represents the latest effort by the UCP government to increase its oversight of municipal affairs across Alberta. The legislation is expected to face debate in the legislature when introduced in the coming weeks.
